Who Runs the Sewers

Four Rivers Sanitation Authority (formerly the Rock River Water Reclamation District) — not the City of Rockford — owns and operates the ~1,100-mile sewer network serving roughly 240,000 people across eight Winnebago County communities. Emergencies and main problems: 815-387-7600. The city’s Water Division is drinking water only.

The Split-Responsibility Rule

Per Four Rivers: property owners are responsible for maintaining the lines from their buildings to the sewer mains, and for repairs on private property. But if a licensed plumber identifies a needed repair to the service within the public right-of-way, Four Rivers repairs that portion at no cost to the property owner (scheduling based on impact and backlog).
